ctors handling the re-construction
of the Lagos-Ibadan Expressway, Julius Berger Plc and Raynolds
Construction Company (Nigeria), are back on site in continuation of the
job.
Julius Berger’s men were seen working at
the Redemption Camp and Arepo areas at the Lagos end of the road on
Friday. But the work was more of a palliative as the firms only attended
to the failed sections of the road. No reconstruction or expansion was
done.
The News Agency of Nigeria also
indicated in a report on Sunday that while palliative work was ongoing
at the failed spots around the Redemption Camp area of the road, major
construction work was being done at the Arepo area.
The repair on the Arepo spot caused
gridlock on the Long Bridge on Friday and travellers spent about two
hours moving from the Berger Bus to Arepo, a distance that should take
less than seven minutes.
It was, however, not clear the role of
the Ogun State Government in the return of Julius Berger to the site. A
signpost erected by the state government was still at the Arepo spot as
of Sunday, showing that it was responsible for the palliative work.
Julius Berger is handling Section One of
the project, which stretches from the Sagamu Inter-Change to Lagos,
while RCC is in charge of Section Two, stretching from the Sagamu
Inter-Change to Ojoo, Ibadan.
Motorists have clamoured for an early completion of the road, which is about the busiest highway in the country.
A source at the Julius Berger end of the
road, who spoke on condition of anonymity, said that the company was
back on the road for good, saying: “It is time to move forward on the
project.”
The expected date for the completion of
the project, which is being financed through Public-Private Partnership,
is July 3, 2017.
Meanwhile, motorists and commuters who
use the road have continued to appeal to the Federal Government to speed
up work to make travelling on the road pleasurable.
A commercial vehicle driver plying the road daily, Ojo Agege, told NAN that it was high time the government ensured the speedy completion of the project.
Another commercial driver, Lateef
Mohammed, said motorists would continue to have nightmares on the road
until the Federal Government fixed it.
“All we are saying is that the
government should help to fast-track the construction of the road to
ease the delay being experienced daily by travellers,” he said.
A female trader, Simisola Joseph,
expressed optimism that with the coming of Babatunde Fashola as Power,
Works and Housing Minister, the construction would soon be completed.
A driver, Femi Ajegun, told NAN that vehicular movement was now easy with the completion of work on some critical areas at the Ibadan end of the road.
“With the quality of job done and
removal of long stretch of diversion by the RCC, motorists and
travellers now experience some pleasurable ride,” he said.
Sule Maito, a bus passenger, at Ogere area of the road, told NAN that if the contractor could continue with the way it was going, the job would be completed on schedule.
The Federal Ministry of Works last week,
after a meeting of stakeholders with the Presidency, said that the
government had committed N50bn to the project.
The ministry promised that no stone would be left unturned to ensure the completion of the rehabilitation on time.

French
PM Manuel Valls has warned that France could face chemical or
biological attack from terror groups, as MPs debate extending the state
of emergency after the Paris attacks.
Belgian police have meanwhile raided properties linked to suspected Paris attackers Bilal Hadfi and Salah Abdeslam.
Seven raids took place in and around Brussels, and one person was detained, Belgian media reported.
Friday's attacks killed 129 people.

Mr Valls was addressing France's lower house of
parliament before its deputies voted to extend the state of emergency by
three months.
He told MPs that "terrorism hit France, not because of what it is doing in Iraq and Syria ... but for what it is".
"What is new are the ways of operating; the ways of attacking and killing are evolving all the time," the prime minister said.
"The
macabre imagination of those giving the orders is unlimited. Assault
rifles, beheadings, suicide bombers, knives or all of these at once."
Mr Valls also called for Europe to adopt measures on
sharing information about airline passengers as a way of protecting
collective security.
French police officers will be allowed to
carry their weapons while off duty as long as they wear an armband to
identify them, under a police directive issued to coincide with the
state of emergency.
Paris police have extended their ban on
gatherings and demonstrations until midnight on Sunday, although they
will be allowed at the various sites attacked last Friday.
It remains unclear whether the suspected ringleader of the attacks was killed in Wednesday's raid in Paris.
French
authorities say the raid on a flat in the northern suburb of Saint
Denis foiled another attack, reportedly planned for the La Defense
business quarter of western Paris.

Eight people were arrested in the raid, in which
police fired over 5,000 rounds of ammunition, but those arrested did not
include Abdelhamid Abaaoud - suspected of being the man who organised
the Paris attacks.
At least two people were killed in the raid, one of them a woman who blew herself up with a suicide vest.
She is widely reported to be Hasna Aitboulachen, a cousin of Abaaoud.

Emergency meeting
Further attacks by IS were likely elsewhere in Europe, according to the head of the EU's law enforcement agency Europol.
Rob
Wainwright was addressing MEPs in Brussels ahead of an emergency
meeting on Friday of EU interior ministers on the Paris attacks.
Most
of the raids in the Belgian capital on Thursday targeted properties in
Jette and Molenbeek connected to Bilal Hadfi, a Frenchman living in
Brussels who was one of the seven attackers killed in Paris, Belgian
broadcaster RTBF reported.
A further raid, at an address in the
Brussels district of Laeken, was linked to Salah Abdeslam - another of
the attackers, who is believed to be on the run - Belgian authorities
told the BBC.
However, the raids had been planned for some time and were not part of the manhunt, the prosecutor's office told Belgian media.
Following
Friday's attacks on a concert hall, cafes and the Stade de France
stadium, President Francois Hollande declared a state of emergency for
12 days.
The bill voted through by France's lower house of parliament on Thursday and the senate on Friday includes:
Extending the state of emergency for three months
Placing under house arrest anyone deemed to be a public threat
Barring suspects from communicating with each other
Allowing police to carry out searches
at any time, without the prior approval of a judge, if the public is
thought to be in danger
Meanwhile the Belgian Prime Minister Charles Michel has
announced an extra €400m (£280m) of funding for anti-terror measures
following the Paris attacks.
He told the Belgian parliament that
he did not accept criticisms of Belgium's security services ahead of the
Paris attacks, which France has said were prepared in Belgium.
IS
said it had carried out the attacks in response to France's air
campaign against its positions in Syria, and pledged further bloodshed.
France has since stepped up its air strikes against IS targets in Syria.
Both
France and Russia - which is also targeting militants in Syria - are
putting together draft resolutions at the UN Security Council that would
lay out an international approach to defeating IS.
President Hollande has urged the council to approve a resolution on fighting IS quickly.

US
Secretary of State John Kerry has described Islamic State (IS)
militants as "psychopathic monsters" following Friday's deadly attacks
in Paris.
Mr Kerry, in Paris for talks with President Hollande, said the US stood "shoulder to shoulder" with France.
Mr Hollande says France is committed to destroying IS. French air strikes hit the militants in Syria overnight.
IS has said it carried out the attacks on bars, restaurants, a concert hall and a stadium in which 129 people died.
A
huge manhunt is still under way for a suspected member of the group,
Salah Abdeslam, who was believed to have fled across the border to his
native Belgium.

suspected Islamist militants had been carried out overnight on Monday to

Belgium's government has raised its terror threat level because of the failure so far to arrest Abdeslam, causing Tuesday's football match between the national team and Spain to be cancelled.
The
BBC's Barbara Plett Usher, who is travelling with Mr Kerry, says his
visit to Paris is to demonstrate Washington's support for a key ally.
In
the wake of the attacks, the two countries have tightened their
military co-operation, boosting the exchange of intelligence to help
French air strikes against IS.
Meanwhile early on Tuesday, French
warplanes carried out fresh strikes against the IS stronghold of Raqqa
in northern Syria, the army general staff said, destroying a command
centre and training centre.

Standing outside the US embassy on Monday, Mr Kerry
called France America's oldest friend and first ally, and said the only
response to the attacks must be a fierce sense of solidarity.
"Your
American sisters and brothers will stand with you shoulder to shoulder
as we have stood together throughout history. Tonight we are all
Parisians," he said.
Mr Kerry added that the fight against IS was not a clash of civilisations.
"They are in fact psychopathic monsters. There's nothing civilised about them," he said.
After he spoke the building was illuminated in the blue, white and red of the French flag.
State of emergency
The
attacks in Paris - which also left more than 400 people wounded, some
critically - have galvanised Western countries in their campaign against
the so-called Islamic State.
UK Chancellor George Osborne is due to say in a speech on Tuesday that IS is trying to develop the ability to launch deadly cyber-attacks on the UK.

Prime Minister David Cameron has already announced extra
funding for UK special forces, such as the elite SAS, following Friday's
attacks.
President Hollande told a rare joint session of the
French parliament on Monday that he would table a bill to extend for
three months the state of emergency declared after the attacks.
Parliament will vote on the measure on Wednesday.
Also, Mr Cazeneuve said 115,000 police, gendarmes and military would be mobilised.
According
to Prime Minister Manuel Valls, intelligence services have files on
10,500 individuals who have been radicalised to a greater or lesser
extent.
Seven people were detained in Belgium over the weekend,
two of whom were charged on Monday with "participating in a terrorist
attack".
The other five were later released, including Mohammed
Abdeslam, the brother of two suspects - Brahim Abdeslam, killed during
the attacks, and Salah Abdeslam.

same man who used a Syrian passport in the name of Ahmad al-Mohammad and
whose fingerprints match those taken by the Greek authorities after he
arrived with migrants on the island of Leros in October.
As well
as the attackers themselves, investigators are also reported to be
focusing on a Belgian of Moroccan descent who is described as the
possible mastermind of the attacks.
Abdelhamid Abaoud, 27, lived
in the Molenbeek neighbourhood of Brussels, as did two of the attackers,
and is now believed to be based in Syria, where he has risen through
the ranks of IS.
